Further details:
Get the unoffical plugin.xml fix from the link off
http://xmlceclipse.sourceforge.net or directly from 
http://www.northern.ca/forums/getfile.php?id=23

Extract to plugins\net.sourceforge.xmlceclipse.core_0.0.2\

Install xmlc 2.1 into the \libs folder under the that folder
(read the plugin readme.txt for details)

Restart Eclipse and you should be golden.
