A couple of years ago, IE had some strage behavior with xmlc in an
application. Don't completely remember the details, but it seemed to get
real confused about keep alive connections. After throwing away tons
of hours on this, we only found two ways to make the problem go away:
disabling keep alive or stripping out the ID attributes. This was
a very bogus fix, but no other was found and no one ever managed to figure
out problem.

I would suggest that this hack just be removed and see if it causes
any problems.
