What version of XMLC are you using?

Here are instructions assuming you are using the latest XMLC-2.1
release...

you need to put the gnu-regexp.jar library in your classpath.  You
also need specific versions of jtidy and Xerces-1.4.4 which are provided
with the XMLC-2.1 distribution.
