[enhydra] XMLC 2.2.13 is out

 - Fixed NullPointerException when using dynamic loading with XML documents

Enhancements...

 - Added static null-safe convenience method
   DOMOps.isNodeOfType(Node node, short ofType)

 - XmlReader, originally from the Rome project, synched with latest 
version 1.13

General Updates...

 - Added null checks to getAttribute*() methods in HTMLElementImpl,
   LazyHTMLElement and XHTMLElementImpl

 - Added local copy of VoiceXML 2.0 DTD to the wireless package so it can be
   parsed offline

 - Modified local copy of XHTML 1.0 Basic DTD to ignore the 
Architecture module,
   allowing parsing to succeed

 - Updated libraries to xml-apis-1.3.04, Jaxen-1.1-beta-12, and JUnit-3.8.2
