I believe that the "recompiles-everything" problem is caused by deleting
the cache of recompiled HTML files. So you might want to search for a
line similar to

> >             <delete dir="${basedir}/xmlc_for_compile"/>

or anything else that looks like deleting files previously compiled by
XMLC.
