In your application conf file ("C:\\dods5.1\\output\\testando.conf") add
new parameter:

DatabaseManager.ConfigurationDir = @DODS_HOME@/build/conf

and you won't depend on environment variables or java properties.


While this solution works, it does have problems pointed by Vladimir
Ritz Bossicard.

For upcoming DODS release we changed configuring sequence, according to
his suggestion - dodsConf.xml is in dods-runtime.jar, and will be loaded
as resource, if other means fail (no ConfigurationDir, DODS nor ENHYDRA
homes).
