Patch for removing exigency for DODS configuration in Enhydra 5.1beta8

Hello!

I submitted a patch which removes the exigency for the DODS configuration. If 
the DODS configuration file is not found (usally 
'<something>/build/conf/dodsConf.xml'), the StandardDatabaseManager creates 
the old fashion non-dods StandardLogicalDatabase.
