Kelp beta 8

The Jbuilder 8 version of kelp b8 does not seem to work. THe Jbuilder 7 version 
loads just fine in Jbuilder8 and works correctly. With the JBuilder 8 version 
the menu items have moved and stay grayed out.  I could only get them to 
activate when I created a new project, but they did not do anything when 
clicked.  They would not activate at all on an existing project.
