Core.jar is divided into core.jar and util.jar in new Enhydra5.1 beta7.
Config,ConfigException classes are in util.jar.

In Util.jar are common classes for reading configuration  files... New
independent DODS uses these classes, and that's the reason why we move those
classes into util.jar.
