Beta 7 runtimes

The beta 7 runtime for windows does not install correctly.  The paths are 
messed up.  The beta 5 is just fine.  Is it possible to make a runtime install 
that uses the JRE and not the full JDK?  I would prefer not to have to install 
the whole sdk for deployment.
