I cannot download the CYGWIN tools on the hyperlink http://enhydra.enhydra.org/software/downloads/cygnustools.zip.

I want to learn the xmlc 1.3 because I am reading the servlet book written by Jason. The O.S. I used is Windows, so I must download the file to use xmlc. Could you tell me how to download the file, please? Thank you very much.
