FYI: new user map file

* ChangeLog.usermap: New file (replacing).

I am replacing the user map file by the new version, generated using data 
from
http://savannah.gnu.org/project/memberlist.php?group_id=85 plus the
old members that are present in the existing user map but are no longer
listed in the project web page. The list is now sorted in alphabetic order.

The user map is required to track the author from CVS log information.
