Summary: Add un url option for ImportControl
Initial Comment:
ImportControl relies on an external configuration file.
Right now, this configuration file must be at the same place than the main
config place, on the local hard drive.
I use checkstyle for continuous integration with maven an continuum. My
checkstyle.xml is defined via an http:// link, so I cannot define my
ImportControl file as a local file.
I add an option to ImportControl to be able to define its config file as an
URL.
I join the patch

available in the next public release.
