When a client is sending async exceptions to the broker, and the borker is 
shutdown there is a windows where the client connector gets errors from the 
broker because the client continues to send messaes to the connector even 
though the broker has been shutdown.

We should suppress the logging fo those exceptions on the broker side if the 
broker has been shutdown and we should send back 1 single connection error to 
the client informing it that the broker has been shutdown.  We should also 
subsequently stop the client connection so no further messaes are received from 
the client.
