We have something like this for...
a) if the link is to an external website, the macro will add 
target="_blank".  (this is configured on a site-by-site basis, so when 
the marketing dept decides it's ok to stop opening a new browser when 
you leave the site, it's an easy switch.)
b) for external links (or could be on other rules), we write the link 
using a local jump page, so we can track click-thrus.
