Well, Dreamweaver for instance can work very well with JSP's. I just have
recent bad experiences with JSP's (up to server crashes in some cases!),
that made me go back to Velocity (which I used for several project right
from the beginning, comming from Webmacro). Actually after switching to
Maverick (http://mav.sourceforge.net) combined with Velocity and Velocity
tools I kind of found what is (for me) the perfect combination of techniques
for developping webapps after searching for more than five years!

The webdesigner I work with is that productive with his tools that it is
worth having ugly looking code. As a 'typical' back-end programmer I hate
doing HTML/ Javascript/ etc anyway. But... I agree that code that is too
ugly is hard to 'scriptify'.
