There's a way to configure dreamweaver to open another types of files in
WYSIWYG, but it depends on the dreamweaver version you are using.

For MX 6.0 (and 6.1, I think), you can edit the file MMDocumentTypes.xml
in <dreamweaver_install_dir>/Configuration/DocumentTypes.

In that file you will find something like this

<documenttype id="HTML" internaltype="HTML"
winfileextension="htm,html,shtml,shtm,stm,lasso,xhtml"
macfileextension="html,htm,shtml,shtm,lasso,xhtml" file="Default.html"
writebyteordermark="false">
<TITLE>
<MMString:loadString id="mmdocumenttypes_0" />
</TITLE>
<description>
<MMString:loadString id="mmdocumenttypes_1" />
</description>
</documenttype>

I made it by including "vm" extension in winfileextension string. After
that, you make dreamweaver the primary editor for .vm files and it
should open VM files like HTML files. It worked for me.

Another sugestion (but it has nothing to do with WYSIWYG), is jEdit
editor. It's the best code editor I ever worked. It has syntax highlight
for the most popular languages (including SQL, VelocityMacro and other),
can be a very interesting XML editor and yet a log monitor. What make it
so powerfull is the several plug-ins you can use do a great variety of
things. I really recomend it.
