user directive question

In the set directive, I can declare

        #set( $foo="bar" )

However, the same syntax from a custom directive

        #custom( $foo="bar" )

throws a ParseErrorException.  I noticed then that Set is not a 
directive, but rather a SimpleNode.

Is there any way to create a custom directive that supports a set like 
syntax?
