I think we could do a jcs-1.3.0 based on what is in the svn trunk.
We need to decide if it will be compiled under jdk 1.3 or 1.4. I'd
prefer that we just move to 1.4, otherwise I need to move one package
out of the main source tree and put it in the jdk1.4 extension jar.
