jdk1.4, jcs-1.3.0 release

The latest temp build (1.2.6.4) was compiled using
jdk1.4.  Since 1.5 is out, it seems that we can stop
supporting 1.3, or at least not support it for the
upcoming release.

I would like to add some unit tests, clean up a few
things and then cut a jcs-1.3.0 release.  I'd like
this to be a jdk1.4 release and move the files from
the jkd14 extension build into the main tree.
