I have been able to run both iSCSI Initiator and Target on same system,
but used the system IP address instead of Loopback address.
UNH - IET/UNH
Open iSCSI - IET/UNH
Core iSCSI - IET
Linux iSCSI - IET
The IP stack running on your system will redirect the packet back to the
TCP layer when it sees the destination of an outgoing packet is its own
IP address.
