Company profile: Large company in Phoenix -- manages health plans
in several states -- seeks a seasoned Business Analyst.
* They need someone with a solid background in the development of
technical requirements for the purposes of creating applications and
reports, preferably with a healthcare background.
* The technical skills needed for this are a solid working
knowledge of MS Office, including Access and the ability to write
queries in T-SQL (Microsoft Transact SQL).
* You need to be able to look at T-SQL code and understand what it
is doing.
* They use T-SQL to query the main ERP application used for claims,
provider, member, finance, etc,
* They also use T-SQL along with .Net to develop in house queries
and applications.
* T-SQL and the other types of SQL out there are similar, but the
syntax differences are enough that they prefer folks with T-SQL
experience.

Objectives:
* Evaluates business application needs, recommends solutions and
resources required to implement solutions.
* Writes business requirements for the system enhancements,
develops and implements testing strategies for system changes and
ensures system operations meet business needs.
* Additional responsibilities include implementation of system
changes and serving as project leader for small to medium projects
or components of larger projects.
* Responsible for the design and development of enterprise IT
solutions.
* Analyzes business needs for resolution through the use of
information technologies.
* Gathers information, defines work problems, develops work plans,
and designs computer programs or business processes to resolve
problems.

Responsibilities:
* Participates in the overall planning of individual projects,
adapting standard activities and methods to meet the needs of
project objectives.
* Leads process to evaluate user requirements for system
enhancements as required by SAI business, and/or contractual
requirements. This includes performing a thorough analysis to
determine whether programming, system configuration and/or
operational procedure changes offer the "best choice" solution.
* Works with management to evaluate requests for system
enhancements and/or changes to determine appropriate distribution of
workload to meet deadlines and maximize use of available resources.
* Responsible for preparing detailed test plans and reviewing those
prepared by junior level staff to ensure smooth production
implementation.
* Coordinates with operational staff to gather test data and
resources necessary for test execution. Reviews test results with
operational staff to ensure they meet user approval and obtain sign-
off prior to implementing changes to production.
* Leads small projects or portions of larger projects; may assist
in the preparation and management of large project plans.
* Builds Microsoft Access or SQL queries in order to perform
complex system testing.
* Develops ad hoc reports for data testing and analysis.
* Performs "train the trainer" instruction for operational areas
regarding system changes. Prepares written documentation. Supports
operational areas in development of departmental procedures relating
to systems to ensure accuracy and completeness.
* Works in a manner that is not disruptive to peers, supervisors
and subordinates.
* Performs other duties, assignments and responsibilities as
assigned or required.

Knowledge and Skills:
* Proven experience in overseeing the implementation of software
solutions, systems, or products.
* Extensive experience with core software applications, including
Word, Access, Excel, Outlook, PowerPoint, Visio and Project.
* Excellent understanding of the organization's goals and
objectives.
* Good project management skills.
* Excellent written and oral communication skills.
* Excellent listening and interpersonal skills.
* Ability to conduct research into systems issues and products as
required.
* Ability to communicate ideas in both technical and user-friendly
language.
* Highly self motivated and directed.
* Keen attention to detail.
* Proven analytical and creative problem-solving abilities.
* Ability to effectively prioritize and execute tasks in a high-
pressure environment.
* Strong customer service orientation.
* Experience working in a team-oriented, collaborative environment.

Education and Work Experience:
* Bachelor's degree in the field of computer science, information
science, management information systems, or business administration
and 2-4 years related work experience, or experience equal to the
education/time requirements.
* Training in systems analysis and design; systems development life
cycle methodology, and client server development tools is
desirable.
* Two to four years of information technology, of which one year
must be in applications systems support.
