this standard seems pretty poorly produced, and they even
neglected to include their own currency symbol: U+20AB

its dissapointing that the viet-gov chose a 2-btye encoding
in their specification over UTF-8, somewhat precluding users
of the official encoding from using unicode outside the BMP
without ending up in the utf-16 quagmire. (this standard seems
desiged to codify existing MS-UNICODE, however in practice this
may simply become a direct embrace of unicode)
