utf8->utf16

Hi,

How/what can I use to convert utf8 to utf16 (Windows) ?

Also is there anyway I can input and store utf8 encoded strings in a Window
system? 

What is the Unicode encoding form in Mac OS? (as utf8 in Unix/Linux and
utf16 in Windows)
