new ECDSA draft

Although we missed the cutoff, a new draft of the ECDSA profile has been
prepared and is available at
http://csrc.nist.gov/pki/draft-ietf-pkix-ipki-ecdsa-02.txt.  The document
will be submitted during the meeting, once submissions are accepted again.

This draft is pretty solid, with only some minor edits to technical content
remaining.  It still needs Security Considerations, which I intend to
liberate from the Profile RFC. The big additions are "named curves" and an
ASN.1 module in an Appendix.

If this draft is favorably received, I intend to request WG Last Call four
or five weeks after the Profile completes IETF Last Call.  This should give
the interested parties enough time to review it.
