Just write a document called "IANA Consideration for PPP", and describe the procedures for assignment of each of the parameters. It's not all that hard -- you can look at draft-aboba-radius-iana-07.txt as an example. In that document we took some of the first come first served parameters that had been abused and made allocation require review.
