In the working groups where I participate, we do work very hard to
reach consensus. There are typically at most one or two people who
feel that their concerns have not been addressed on any given issue.
One aspect of it is that the effort would fail rather than produce a
sufficiently unacceptable result.
I'm sorry your experience in the IETF is not the same, but I'm very
reluctant to give up the good qualities I have.
