If this is the right answer, it would be good to designate "some person"
pretty quickly. The alternative is that the choice of "some person", and
community acceptance of /acquiescence in the team result, get discussed
at the same time - if you don't like the team result and think "some
person" likes the team result, you're likely to push back on both.
I think it would have to be decided at effort start time, as part of the
"charter" for the design-team-like thing (DTLT?); the logical candidates
are the leader of the DTLT and "some person or group outside the DTLT".
Corresponding case in WG: WG chair as part of design team, leading it, or
outside of it.
