Not sure what you mean, but phpeclipse.1.1.8.cvs-20060407 is different (older) from the 1.1.8. As of this writing, the 1.1.8 release is the latest version available.

If any 1.1.8 CVS release is installed, you probably have to remove it manually first, as the update feature thinks the CVS versions to be more recent due to the longer version stamp.
