I think what you really want is Mylar http://www.eclipse.org/mylar. It does all of the above but on steroids. You define a task/keyord and Mylar will learn what files you open and use for that task. If you switch tasks it will close all files and open the ones for the other task. You don't define what files to open, just open whatever you need and Mylar will over time increase their importance depending of how much time you spend in each file.
