  Log:
  Encode using 7-bit methods by default.
  All of this charset stuff here _seems_ unnecessary. A simple call to
  NLS::getCharset() appears to do the job. Is this code OK to be removed? (Jan?)
  (If not, maybe it would be better off in NLS:: anyway.)
