not sure if I understand your need as well as robert, but, I use both 
GPSBabel and GPSUtil as they have separate strengths... importing a GPX 
file (which can now be done via the clipboard) and clicking on a line 
brings up an edit box with the nice feature of being able to scroll the 
waypoints within the edit box which I have found to be a lot easier than 
using any other format to run custom edits on a number of waypoint or 
route lines.
