Programming lfuse on a usb1287: msg#00036

Hi folks,

I'm trying to set the low fuse on an at90usb1278 (attached to a AT90USBKey
board). In particular, I'm trying to program CKOUT.

I'm using this guy as a programmer:
http://www.xilinx.com/support/programr/jtag_cable.pdf (it's worked in the
past for jtag programming cpld's, and it appears one can use it to ISP
program avr's).

Verbose output below -- I seem to be communicating, but the fuse write
doesn't appear to take. Any ideas?
