CE expects every data to be in UTC and so doesn't need a timezone. 
However there is at least one exception (recurring events) that uses 
localtime with timezone. In that case rra takes the timezone from the 
device, avoiding the frontend having to supply it. Maybe there are more 
exceptions, that we weren't aware of by now.
Please send the event so that we can further investigate.
