"made some little changes" needs to be more specific. You need to
explain it sufficiently so anyone can reproduce the entire process
exactly.

This is just my interpretation of the GPL, but I think it's something
that you should do, from an ethical POV, if not a usefulness POV.

Also, sending binaries to the list isn't helpful. If, hypothetically
speaking, I were interested (and I'm not... like I said, I would
want something that's easy to maintain), then I would give you some
place to upload that isn't disruptive to all the subscribers of the
list.
