Just to rule out some easy things, try the following in MSYS:

export CVS_RSH="ssh"
export 
CVSROOT=":pserver:anonymous-099hYwuFAKSPuf7zv15HNZl14+de/87E@xxxxxxxxxxxxxxxx:/sources/lmi"
cvs history -a -x T -D 20060128 lmi

Do you get at least two records back?
