[mingw - MSYS] RE: msys-libtool-1.5.tar.bz2

Actually if the DLL were to be used for MinGW native it wouldn't work since
that build of the dll is dependent on the msys runtime.

It would be better to replace the dll with a windows version.  I'll take another
look sometime in May.
