Is built static-only, but it replaces libtool-1.4e in the msysDTK-1.0.1 which
includes both dynamic (/lib/msysltdl-3.dll + /lib/libltdl.dll.a) and static
(/lib/libltdl.a) versions.

Is this intentional?
