Where is the best place to report this bug so that it can get resolved for
future releases?

The SF project provides a bug tracker for the MinGW project, that is where we
store the bug reports.

Earnie

And this bug has already been reported:

http://sourceforge.net/tracker/index.php?func=detail&aid=925450&group_id=2435&atid=102435

Even if it is triggered by the carriage return character and does not occur in binary mode, it is still a bug.
