The description is vague because it has not been not elaborated.

The purpose is to design a way for having high level rules that
describe the compilation from the user's perspective, and let make
figure out everything (dependencies, intermediate rules, ...). The
supporting mechanism should be done as a set of low level primitives,
that combined give the desired result.
