Time for beta4?

Hi Paul,

Seems like we have all the important regressions fixed. Do you think
it's a good time to release beta4 and hopefully 3.81? If everything
goes well, we could try to release 3.81 before the new year and prevent
people from saying it took us 4 years (2006 - 2002) ;-).
