        * m4/libtool.m4: _LT_DECL uppercase ECHO.
        * config/ltmain.in: Use it throughout.
        (func_mkdir_p): Now matches the other implementations in
        tests/defs and libtoolize.in.
        * tests/sh.test: Updated to detect ECHO misuse.
