I think the original intention was to avoid recompressing the delta 
between the
compressed tarballs... I just followed Gord's original convention 
without thinking
it through :-/

Agreed.  Running xdelta over the uncompressed tarballs makes more 
sense.  Feel
free to twiddle the delta-xdelta rule in Makefile.maint :-)
