   and 
   ppm install http://arnold.4950.net/ajpage/gtkperl/ppm/Gtk2.ppd 
  
works with:  
ActiveState distribution of perl (ActivePerl-5.8.3.809-MSWin32-x86) 
and with binaries (DLLs and executables) from 
http://www.gimp.org/~tml/gimp/win32/downloads.html (i don't know which 
package you realy need)  
make sure that you set the system PATH correctly 
z.B  
        unzip the zip files in C:/usr 
        set PATH=c:\usr\bin;c:\usr\lib;%PATH%
