the blurb is misleading, because it tries to be succinct, and because i
was severely in need of sleep when i wrote it.
the bit that marshals registered exception handlers has been clean for
a long time. the actual change was to the part that alerts you to
unhandled exceptions, the function warn_of_ignored_exceptions().
