irc has _nearly non-existant_ centralized user registery. it ensures one
instance of each nick per network at any given time, but does not, by
spec, ensure that each nick maps to one user. extentions such as
nickserv add this mapping, but still not strongly. depending on the
implementation, you can use a "registered" nick either for a short time,
or infinitally, provided you do not need the benfits that being
identified confers on some networks.

this differs somewhat from silc where nicks can be duplicated on the
network, and public keys are used to differentiate between duplicate
instances.
