to me this one sounds like an extention of the fact that we already
allow a /etc/ prefs.xml on unix. i'd say add support for there to be a
full .gaim at such a location, and for gaim to read the files there IFF
there are no local files, as well as adding that .gaim's plugins
directory to the plugin search path.
