WinGaim on ICQ

All of the formatting buttons are greyed out when i am connected via
ICQ.   Insert Image button is greyed out, but it is available in the
conversation menu and always fails with a warning that I have to
direct connect... yet there is no option to direct connect.  Am I
missing something?

gaim-1.1.0.exe (with gtk+)
gaim-encryption (current)
WinXP and Win2k
