Actually it's in manpages/docbook.xsl now in docbook-xsl (and released
in 1.56.x).

As to why you might want to do this: consistent (and pretty) layout,
multiple output formats (HTML etc), enforcing certain sections are
present, all sorts.  Each to their own; but I use it and find it
useful.
