It does, in a way. Even if the photos are stored on a drive that is
not mounted, the thumbnails will still show. So, one could argue that
the thumbnails are a low resolution version of the original.

Also, you could store multiple versions of the same photo, one low
resolution version (which as the latest version would show by default
when you click on the picture).
